You can load one floppy image with a operating system like msdos 8.0 (it cames with winme), and drivers to access CD-DVD. You need mscdex.exe and cdrom.sys. You can download this kind of floppy images from www.bootdisk.com You can put partition magic for dos in one folder in the Cd-Dvd. I mean, the content of the 2 floppies. Some files are innecesary, you could delete them, but you won't save much space. When booting from cd, choose to load the dos floppy image with Cd-Dvd support. Then navigate to the folder with partition magic, and load it as a common program. You will have access to pqboot, partedit, partinfo, pqmagic, etc. If you like, you can incorporate the task "load partition magic" into autoexec.bat, then, when you boot from the dos image file, partition magic will be load automatically.

When I make a 98 & xp Boot disk then run only xp setup but 98 not running. How I can boot from both operating system?

If you want to install two (or more) different operating systems into one computer, you need a multiboot loader in Hard Disk. That's a program that shows you diferent options when you boot your machine. An example of these programs is Boot Magic from Power Quest (now Symantec). Boot Magic cames with a easy to go tutorial about partitions, operating systems and other information. Read it and enjoy!
