No this is not a joke.
I want to make a multiboot dvd containing both the setups of Win Vista and Windows 7. The post u mentioned is regarding combining Vista OR Win 7 Setup (only one of them) with multiple Windows Vista PEs. The difference between the two is that, in windows vista pe(s), there is only one file in the sources folder. However in the setup there are multiple files with same names. Also all other folders are same.

By the way – this combination mixing vista and win-7 is really a problem to hug into Â
